Founded in 2011 by Midwest Gaming and Entertainment, Rivers Casino was later rebranded as Rush Street Gaming under the leadership of a group of investors led by Neil Bluhm.

Rivers Casino Des Plaines was awarded the 10th and final license by the Illinois Gaming Board in 2008. The casino officially opened to the public on July 18, 2011. To comply with state regulations for riverboat casino gaming, the casino is built on a platform floating on water.
