Illinois Governor JB Pritzker signed HB 3136 into law in mid-December, allowing gambling on Illinois college teams. The catch is that in-person betting is required.
This means that you will not be able to see the odds for Illinois, Northwestern, DePaul, etc. on your sports betting apps. However, you can still place bets on these teams at a physical retail sportsbook.

Another modifications to Illinois’ HB 3136
As mentioned before, the act designates March 5, 2022 as the final date for in-person subscriptions.
Illinois residents will once more have the opportunity to open online sports betting accounts, just in time for placing bets on March Madness.
Illinois is currently ranked third in the US for monthly sports betting handle, despite having only six online sportsbooks. However, it is anticipated that this number will double by the end of the year. It is not unlikely that by March, the Land of Lincoln could see its betting handle reach close to $1 billion.
Additionally, Wintrust Arena has been given the green light to apply for a sports betting license under HB 3136. With the recent passage of a law in Chicago allowing for stadium betting, it is expected that Wintrust Arena and other sports venues in the city will soon be home to sportsbooks in the near future.
